PREAMBLE: The People’s Liberation Party (PLP) envisions a united, prosperous, and equitable Kenya, where governance is transparent, economic opportunities are accessible to all, and fundamental human rights are respected. We are committed to a progressive, inclusive, and sustainable development agenda that prioritizes the empowerment of all citizens.

1. UNITY AND NATIONAL COHESION
  • Establish a National Unity Commission to promote inter-community dialogue and resolve historical injustices.
  • Implement inclusive governance policies to ensure all ethnic groups have representation in leadership.
  • Enforce hate speech laws to prevent ethnic and political incitement.

2. GOOD GOVERNANCE, ACCOUNTABILITY, AND RULE OF LAW

  • Implement digital tracking of public funds to enhance transparency and reduce corruption.
  • Strengthen the independence of the Judiciary and anti-corruption agencies.
  • Enforce the full implementation of devolution to ensure resources reach all counties equitably.
  • Promote participatory governance by increasing public involvement in policymaking.

3. ECONOMIC TRANSFORMATION AND JOB CREATION

  • Implement a progressive tax policy that reduces the burden on low-income earners while ensuring corporations contribute fairly.
  • Promote Public-Private Partnerships (PPPs) to boost industrialization and create job opportunities.
  • Introduce incentives for small and medium-sized enterprises (SMEs), including access to low-interest credit and training programs.
  • Expand Kenya’s digital economy by investing in ICT infrastructure and fostering a conducive environment for startups.

4. HEALTHCARE FOR ALL

  • Establish a Universal Health Coverage (UHC) system that ensures affordable healthcare services for all Kenyans.
  • Increase funding for public hospitals and ensure fair distribution of healthcare workers across all counties.
  • Strengthen mental health services and integrate them into primary healthcare.
  • Invest in medical research and encourage the use of indigenous and alternative medicine.
  • Empower community health workers to enhance preventive healthcare by increasing training, resources, and incentives.
  • Prioritize preventive health programs, maternal and child health education, and lifestyle disease awareness initiatives.

5. EDUCATION AND SKILLS DEVELOPMENT

  • Implement a universal free basic education system and subsidized tertiary education.
  • Reform the curriculum to include entrepreneurship and vocational training.
  • Provide digital literacy programs and establish tech hubs in rural areas.
  • Ensure equitable allocation of education resources, especially to marginalized regions.

6. INFRASTRUCTURE DEVELOPMENT

  • Prioritize road network expansion and maintenance to improve accessibility and connectivity.
  • Invest in green energy projects, including solar and wind, to ensure sustainable electricity supply.
  • Expand access to clean water and sanitation facilities across the country.
  • Improve and modernize public transportation systems to ease congestion in urban areas.

7. AGRICULTURE AND FOOD SECURITY

  • Provide subsidies for farmers to access quality seeds, fertilizers, and irrigation facilities.
  • Promote climate-smart agriculture to enhance resilience against climate change.
  • Strengthen cooperative societies to support smallholder farmers in accessing markets and financing.
  • Establish food storage and processing industries to reduce post-harvest losses.

8. ENVIRONMENT AND CLIMATE ACTION

  • Commit to achieving carbon neutrality by 2050 through investment in renewable energy.
  • Enforce strict environmental protection laws to combat deforestation and pollution.
  • Promote tree planting campaigns and establish community-based conservation programs.
  • Incentivize businesses to adopt eco-friendly practices and sustainable production methods.

9. SOCIAL PROTECTION AND WELFARE

  • Establish a universal basic income program for vulnerable populations.
  • Strengthen labor laws to ensure decent wages and protect workers’ rights.
  • Implement a pension scheme that covers both formal and informal sector workers.
  • Support programs for people living with disabilities to ensure their full participation in society.

10. GENDER EQUALITY AND YOUTH EMPOWERMENT

  • Enforce the two-thirds gender rule in all government and corporate leadership roles.
  • Provide funding and mentorship programs for women-led businesses.
  • Increase political participation of women and youth through policy reforms.
  • Strengthen protections against gender-based violence and implement harsher penalties for perpetrators.

11. SECURITY AND JUSTICE REFORMS

  • Modernize the police force and provide human rights training for law enforcement officers.
  • Strengthen community policing programs to enhance public security.
  • Fast-track judicial processes to ensure timely justice for all citizens.
  • Develop a national rehabilitation program for youth at risk of engaging in crime.

12. DIGITAL ECONOMY AND TECHNOLOGICAL INNOVATION

  • Establish a national innovation fund to support tech startups and entrepreneurs.
  • Expand internet connectivity to rural and underserved areas.
  • Implement data protection laws to safeguard citizens’ digital privacy.
  • Promote e-government services to improve efficiency and accessibility of public services.
13. FOREIGN POLICY AND REGIONAL COOPERATION
  • Strengthen Kenya’s diplomatic relations with global partners to attract investment and trade opportunities.
  • Advocate for African unity and integration through the African Continental Free Trade Area (AfCFTA).
  • Enhance Kenya’s role in peacekeeping and conflict resolution in the region.
  • Promote policies that protect Kenyans working abroad from exploitation and abuse.
14. CULTURE, ARTS, AND SPORTS DEVELOPMENT
  • Establish a national arts and culture fund to support creative industries.
  • Develop state-of-the-art sports facilities and training centers across the country.
  • Introduce grants for artists, filmmakers, and musicians to promote Kenyan culture globally.
  • Support talent development programs from grassroots to national levels.
